2. The Cabinet had before them a draft Report by the
Chiefs of Staff Sub-Committee of the Committee of Imperial
Lefence, hich had received the general approval of the

The Secret ry of itate for Foreign Affairs informed
the Cabinet that the evidence accumulating in regard to the
outrage at Nanking showed that the circumstances had been
even worse than at first anticipated, and inculpated the
Chinese Nationalist Army. He drew attention to telegram
No.547 from the British Minister at Peking, contining
identic recomendations which were being made by the
British, American and Japanese Ministers to their respective
Governments for punishment, apology and reparation in
respect of the Nanking episode.
These recommendations had
since received the wholehearted support of the French and Italian Ministers (Peking Telegram No.554). He had received a suggestion, hich apie red rthy of consi- deration, that a demand should be made for the Chinese
